4. COMPLIANCE WITH EXISTING POLICIES AND PRINCIPLES
4.3 LOCAL PLANNING AND POLICY CONTEXT
In the context of local planning and policy, the Eden Spatial Development Framework and the Review of the Knysna Integrated Development Plan – Introducing Knysna 2020 are relevant.
4.3.1 Eden Spatial Development Framework
The Eden District Spatial Development Framework requires that sustainable development be the driving force behind spatial planning. It states that the key principles that should drive the local municipal spatial development frameworks are human well-being, environmental integrity, and economic efficiency. We believe that the proposals discussed in this document will be able to achieve all three of the key principles.
4.3.2 CMAI Kysna Masterplan (DRAFT) - South Eastern Industrial Node
4.3.3 Knysna 2020
Knysna 2020 is the long term planning Vision for Knysna and has seven strategic objectives, with which the development proposal must align.
They Include:
- A caring and contented town;
- A successful and respected town;
- An attractive and sustainable town;
- A reliably functioning town;
- A financially sound town;
- A dynamic and welcoming town;
- A town prepared for the future.
The proposal for the upgrade of the Waterfront industrial area is based on these 7 objectives
4.3.4 Draft Knysna Spatial Development Concept
The Draft Knysna Spatial Development Concept was prepare by MCA Planners in April 2006. The document is still in draft format and has not been formally accepted by the relevant authorities. The document is based on the same principles of a more efficient urban form. It contains clear policy guidelines of how to achieve this preferred urban form. Of relevance to this project are the following:
- Knysna CBD
The policy guidelines focus on revitalising the CBD. This includes enhancing the primacy of the CBD by:
- supporting existing businesses and attracting new business;
- improving the quality of the built environment; and
- maintaining and encouraging further development of the residential component of the CBD.
Knysna Lagoon Edge
The proposals and policy guidelines include:
- promoting public access and use of the lagoon edge as an important part of experiencing the key place-making element of Knysna Basin;
- promoting public recreation areas as parts of edge where public access exists for the greatest number of residents (public parks, viewpoints, public walking and cycle trails) that focus on views of the lagoon.
The concept of the equipped linear park is in line with these guidelines.
4.3.5 Industrial Land Study
Knysna Industrial Land Study was prepared CNdV Qwesha Planning and Design (Pty) Ltd. In JULY 2005. The study confirmed that both the existing industrial areas are located on land that could be used for other, higher value purposes, by virtue of their views, and their proximity to the Knysna Lagoon and other amenities of the town. The possibility of relocating the existing industries out of these areas was, therefore, recommended.
4.3.6 Proposed Study For Lower Central
Enhancement
It is our understanding that the Knysna Municipality has appointed Chris Mulder Consultants to prepare a proposal for the lower central enhancement study. We have attended the workshop and have presented them with our proposal for the area, which is in principle aligned with their own thought pattern. Euro Construction wants to share the vision of the Municipality and actually make it happen!
